Barr Turner

Vice President, Maritime Policy
Barr Turner serves as Vice President for Maritime Policy, overseeing areas such as maritime safety, ship design, marine operations, engineering standards, and maritime labor. In this role, he represents the industry at the International Maritime Organization’s (IMO) Maritime Safety Committee (MSC) and its Subcommittees on Ship Design and Construction (SDC); Ship Systems and Equipment (SSE); Human Element, Training and Watchkeeping (HTW); and Navigation, Communications, and Search and Rescue (NCSR). Additionally, he engages with the International Standards Organization (ISO) and International Labour Organization (ILO) on maritime issues.
Barr also facilitates the work of the CLIA Global Safety Committee and serves as the Secretariat for the Cruise Safety and Sustainability Forum (CSSF) Steering Committee.
He began his career as a technical advisor on CLIA’s Maritime Policy team and, prior to rejoining CLIA in 2024, served as Director of Maritime Policy at the Liberian Shipowners’ Council, Ltd. Barr holds a Bachelor of Science in Naval Architecture and Marine Engineering from Webb Institute and a Master of Public Policy (MPP) from Northeastern University. He is an active member of the Society of Naval Architects and Marine Engineers (SNAME).
